Click on the home tab and make an account using the form part-way down the left hand side. That is go to here and fill in the form.

When you have registered you can go to the home page and log in to the front end, or if you have the correct level of permission click on administrator in the menu, log in and add content. If you need more rights to edit the site just write in.
