Yes, anyone can. Just register and add what you like. Anything you write will be moderated for objectionable content but otherwise not censored if we do not agree with you, for example. If you want to help administer the site you can do that too, but you will have to request this role on an individual basis and your application will than be positively considered.

Comments are usually turned off on my personal blog. This is because of the huge amount of spam sent as comments. If you want to say or comment on anything in particular you can, either by registering and writing it, or just send an email. A number of people do send in their thoughts this way as they do not always want them published.
